I got a question in my Facebook Group: – F-1 Visa Interviews (Analyze Your Interview). The Question Stated “If I have booked slot with one university admit and later i want to change another university before visa interview so is it a problem for visa?”.
So in this Topic I am going to give steps to change the University after F-1 Visa Stamping. These steps can be followed by Students who have not yet got F-1 Visa Stamping.
The Rule For Changing Universities: –
The Rule states that the Student must inform/report to the University before his/her Program start date which will be listed on the I-20 form. The Reporting can be done via email, telephone or fax. It is not necessary to report in person to the University.
Secondly the Student must provide details with a written verification of his/her acceptance in another SEVP- certified University.
If a Student has been accepted by another SEVP Certified University with a program start date that is within 30 days of the student’s initial admission into the United States, you must transfer the student’s SEVIS record.

What To Do if the Student does not have Program Start Date in University to which he/she is transferring within 30 days of the student’s initial admission into the United States?
If this is the Case then Student can carry out one of the following options that is listed below: –
1. Student can enroll in the University first. Once the Student record becomes Active then he/she can Initiate the Transfer as said above.
2. Student can withdraw his/her Acceptance and leave the United States and get a new I-20 form from the University he/she wishes to Attend. After the Exit there will be a SEVIS fee that you need to pay and the exit will be within 15 days. The SEVIS Record must first be made Active and then terminate it. This should be done only if the Student leaves United States.
3. If Student doesn’t follow either of the two options above and fails to join the classes in the University then terminate the SEVIS Record for Failure to Enroll.
How to Change the Initial SEVIS Record?
SEVIS Record requires that you make the student’s record Active in SEVIS in order to release the record to the transfer-in University.
For Current Session End Date, use today’s date. For Next Session Start Date, use tomorrow’s date. Select the Transfer Out function and use tomorrow’s date as the Transfer Release Date. Write “Transfer of initial student not enrolled at this University” in remarks.
You can make a student’s SEVIS record Active for the purpose of initiating a transfer. ICE does not view this as registering the student. In these circumstances, the SEVIS record clearly indicates the student properly reported to the University and the University properly initiated an immediate transfer of the student’s SEVIS record. It does not indicate that the student enrolled in classes.
